Philip Luppens c872ba3108 Missed JUnit test in last commit. Still having troubles to get the testcases to run normally. If this commit doesn't solve it, I might need some more time to fix this.

Philip Luppens 137da15d07 Made some minimal changes to improve the JFreeChart Result: 
- chart getter can be specified
- type (png/jpg) can be specified
- throws NPEs if required fields are missing
- added example configuration and Action

- when introducing plugin, extra is being break into jasperreports and jfreechart plugins, but their package name remain the same "extra-default" causing problem with both jars are in the classpath

Donald J. Brown 875b87cfd5 First cut at a simple plugin framework. The config files are loaded in the following order: 
struts-default.xml, struts-plugin.xml, struts.xml, xwork.xml.  This allows plugins to define
a config file that uses core interceptors, but make their results, interceptors, etc available
to application configurations.  The extras and integration modules have been decomposed into their
own plugins.
