WW-3330 <@s.action> broken in sitemesh freemarker decorator page. Add a request attribute that marks a request as a request from an action tag., so other parts of the framework can act accordingly. I think this is not good, but this whole "action" tag is an antipattern, so some hacks are needed to get it to work.
