Paul Gschwendtner 2be061a96e docs: add "ivy" and "zone.js" to known scopes in contributing guide (#31291) 
Currently the contributing guide misses entries for the `ivy` and `zone.js`
scopes. This commit adds these to the contributing guide as it is useful
for new contributors to know which scopes are supported.

Christopher Dahm 055dc2d9a2 docs: file new issue needs to have opener choose type from template (#27400) 
The submission guidelines for submitting an issue directs issue reporters to a pre-filled unformatted issue form. Reporters need directed to choose from the issue templates.

Chuck Jazdzewski f96142cd7c build: remove references to tsc-wrapped (#19298) 
With this commit `ngc` is used instead of `tsc-wrapped` for
collecting metadata and tsickle rewriting and `tsc-wrapped`
is removed from the repository.

`@angular/tsc-wrapped@5` is now deprecated and is no longer
used, updated, or maintained as part as of Angular 5.x.x.

`@angular/tsc-wrapped@4` is still maintained and required by
Angular 4.x.x and will be maintained as long as 4.x.x is in
LTS.

Pete Bacon Darwin 600402d440 build(aio): big move of docs related files (#14361) 
All the docs related files (docs-app, doc-gen, content, etc)
are now to be found inside the `/aio` folder.

The related gulp tasks have been moved from the top level
gulp file to a new one inside the `/aio` folder.

The structure of the `/aio` folder now looks like:

  build/         # gulp tasks
  content/       #MARKDOWN FILES for devguides, cheatsheet, etc
    devguides/
    cheatsheets/
  transforms/    #dgeni packages, templates, etc
  src/
    app/
    assets/
    content/    #HTML + JSON build artifacts produced by dgeni from /aio/content.
                #This dir is .gitignored-ed
  e2e/           #protractor tests for the doc viewer app
  node_modules/ #dependencies for both the doc viewer builds and the dgeni stuff

  gulpfile.js   #Tasks for generating docs and building & deploying the doc viewer
