re-add winrm_no_proxy option. Winrm code needs to be modified in order to read no_proxy env var when client is created rather than when net/http library is instantiated.

Update winrm and winrmcp dependencies
Updated winrm and winrmcp dependencies. Relevant unit and acceptance tests passed successfully.
shell.Execute didn't return a Command object.
