9408d6d0ad Release Packer version 1.16.1 (#13708)
* hcl2template: pass user variable values to plugins as packer_user_variables (#13686)

HCL2 builds do not send the packer_user_variables config key to the
builder, provisioner and post-processor plugins. Legacy JSON builds
send this key (through CoreBuild.packerConfig()). Without the key, the
plugin SDK keeps interpolate.Context.UserVariables nil. Then the
template function {{ user "name" }} fails with 'error calling user:
test'. This failure occurs in each string that a plugin interpolates at
run time, for example the contents of the vagrant post-processor's
vagrantfile_template.

Add the function PackerConfig.userVariableValues(). This function
converts the input variable values to strings, equivalent to the legacy
user variables. The core sends the map at each plugin handoff point:
builder, provisioner, post-processor, and enforced provisioner.

The map does not contain the sensitive variables. A sensitive value
goes to a plugin only if the template refers to it explicitly. The map
does not contain values that are not primitive (lists, maps, objects).
Legacy user variables were always strings.

Packer can only install plugins from github.com, with
releases.hashicorp.com consulted first for HashiCorp-published plugins.
This has been a long-standing gap for air-gapped and policy-restricted
environments (#11164): the source address parser already accepts any
hostname, but both existing getters reject non-github.com sources at
install time.

Add a remote plugin getter that installs plugins from the host named in
a required_plugins source address. The host serves the directory
structure of releases.hashicorp.com under the source's path: an
index.json listing versions, and per version a SHA256SUMS file, the
zips it lists, and - when the zip names carry no plugin protocol
version - the version's manifest.json. A plugin published on
releases.hashicorp.com is therefore mirrored as a verbatim copy of its
tree, with every checksum file and signature upstream-authored. A
plugin published as GitHub release assets is mirrored by copying each
release's assets into a version directory, renaming their SHA256SUMS
file to the unprefixed convention with content unchanged, and writing
an index.json listing the versions. Both kinds of content can be
served side by side by one host.

Getter selection happens per source address: github.com sources keep
the release and github getters unchanged, while any other host is
served by the remote getter over HTTPS. Sources with three or more
components are supported, up to the existing 16-component limit, so
nested artifact-repository paths and hosts that embed the upstream
origin in their path all resolve.

Version discovery, constraint solving, checksum verification, and the
binary naming rules match the existing getters. The installed filename
is rebuilt from validated checksum-file fields and never taken from the
server's response, checksum entries matching neither known naming shape
are rejected rather than guessed at, and nothing the remote metadata
supplies is used to fetch from another origin or path. index.json
parsing is covered by fixtures captured from the live releases API, so
a format change there fails tests rather than user installs.

Gustavo Cruz 7f64ca11f6 fix: packer validate unsupported type error
`packer validate` would output the same error message four times per
unsupported root block type found in a template (e.g., 'src' instead of
'source'). This behavior was due to a function being called four times
for each file on each stage of the parsing.

Wilken Rivera 9002ac263f Update BuildBlock with valid HCL2Ref (#12167)
While looking into #11932 I found that Packer will throw an error when
an unknown source is referenced from within the sources attribute for
a build block. The hcl.Diagnostics error includes a Subject, which
should highlight where in the HCL2 configuration file the unknown source resides.
But when creating the BuildBlock no HCL2Ref data is copied over, thus the
Subject is displayed with with zero value for an hcl.Range type.

This change updates the build creation logic to copy the HCL2Ref data
from the build block at decode time so that it can be properly
referenced downstream.

Closes #11932

Lucas Bajolet bb2384c56a command/validate: add option to eval datasources
When packer validate is invoked, it does not try to evaluate the
datasources before attempting to decide if the template is valid.

In many cases, this works, but sometimes it will fail as the value is
unknown by the validation code.

Since the validation code for all the elements of a Packer template is
left to be implemented by plugins, we cannot rely on checking for
unknown values everywhere, especially since the unknown references are
replaced automatically by a value of the right type for the
configuration expected.

So, in order for such configurations to be validable, we add an extra
option to packer validate, that will let users evaluate the datasources
from a template.

Wilken Rivera 57cbe4e203 core: Update validation options for undeclared variables (#12104)
* Update validation options for undeclared variables

In an effort to help users move from JSON to HCL2 templates the support for
variable definitions files are being updated to ignore undeclared
variable warnings on build execution. For legacy JSON templates builds no
warnings are displayed when var-files contain undeclared variables.

Since preferred mode HCL2 templates is to be explicit with variable
declarations - they must be declared to be used - validation for
undeclared variables still warns when running `packer validate`. A new
flag has been added to the validate command that can be used to disable
undeclared variable warnings.

* Update validation test for unused variables

* Rename Strict field to WarnOnUndeclaredVar

The field name Strict is a bit vague since it is only used for
checking against undeclared variables within a var-file definition.
To mitigate against potential overloading of this field it is
being renamed to be more explicit on its usage.

* command/build: Add warn-on-undeclared-var flag

Now that the default behaviour is to not display warnings for undeclared variables
an optional flag has been added to toggle the old behaviour.

Lucas Bajolet 3f6c0a5f23 command: move func to extract stdout/err in tests
In order to test the output from a test command, the commandOutput
function exists in the command_test.go file.

Since its behaviour is linked to the test meta that we produce in the
test_utils.go file, we move it there, and rename it to
`GetStdoutAndErrFromTestMeta' to make it clearer what to expect from it.

Adrien Delorme 0362a3ec10 all shells: Pass env vars through a key value store (#11569)
* allowing to set shell env vars from a key/value map.
* tests

This new map will work alongside the `environment_vars` but it allows using a
datasource value seamlessly. At validation, and because `environment_vars` was
an array of strings containing `KEY=value`, using datsources would not work,
because these values are not known yet and would evaluate to `<unknown>`. With
this, the value and the key can be unknown and will validate correctly for
datasources.

Adrien Delorme ed091163be HCL2 Parse packer.required_plugins block + packer init (#10304)
This adds the new `required_plugins` block to be nested under the packer block.

Example:

Adrien Delorme 44616d3bff refactor initialization out from packer configs + tests (#9627)
The initialization of packer core in JSON also validates that `null` variables were set, except in the case of `packer validate --syntax-only` , but after the refactor to allow to have all commands work with HCL2 and JSON this subtlety was lost.

This refactors the initialisation of the core in order to allow to have `packer validate --syntax-only` not error in case a variable is not set. Since these calls are refactored this works for HCL2 too.

* Update validate command to use FixConfig for checking against known

* Remove all stdout messaging (i.e calls to c.Ui.Say) in the validate
