Lucas Bajolet 51a5965ed3 version/VERSION: roll-back to 1.9.6 ...

1.9.5 is the last version, and before release the version/VERSION was
updated to 1.9.6 in preparation for the future potential release, and
then was automatically updated by the release bot.

These two are contradictory, and the VERSION file should point to the
next version of the branch, so 1.9.6, not 1.9.7
