refactor(ViewEncapsulation): rename to PascalCase

BREAKING CHANGE

- ViewEncapsulation.EMULATED => ViewEncapsulation.Emulated
- ViewEncapsulation.NATIVE => ViewEncapsulation.Native
- ViewEncapsulation.NONE => ViewEncapsulation.None

Closes #3889
