refactor(compiler): don’t always compile .ngfactory.ts files by default

This puts the behavior introduced in https://github.com/angular/angular/commit/573b8611bc4ab85a7436ee110526678a0ecf6c76 behind the new flag `alwaysCompileGeneratedCode` to not break users that might have relied on this behavior.
