feat(dart/transform) Register parameter metadata information

Adds any metadata attached to a parameter to the "parameters" value
passed in to `registerType`.

For example:
`MyComponent(@Inject(Foo) foo)` generates
`"parameters": const [const [const Inject(Foo)]]`

Also reorganizes the testing code.
