JAVA-15787 Created new messaging-modules and saas-modules

- Moved jgroups, rabbitmq, spring-amqp, spring-apache-camel, spring-jms to messaging-modules
- Moved twilio, twitter4j, strip to saas-modules
- Renamed existing saas to jira-rest-integration
